KEMIT S. GRAFTON ___________________________________________________
I would like to continue as a member of the Oklahoma City Gun Club board of directors. I have been an active gun club member since 2018. I am a Lifetime member of the NRA. Since joining the gun club, I have been active with training scouts, the women’s fun shoot, and other club activities. I RO for the practice GSSF matches each month and participate with the Historic 3 Gun division. In August of 2020, I was asked to help revitalize the gun club training division. We started many training courses to serve both our members and the community. As the Chair of the Training Division, we have developed the curriculum for our various training program, which has trained over 600 people in the last four years. We have also trained over 120 club members to become NRA certified Range Safety Officer. In 2022, the Training Division formed the Ladies Pistol league, which has continued to grow in both participation and courses specifically for women. As a board member, I will continue to advocate for these training programs and look for more training opportunities for both our members and community.
I am an NRA Certified Instructor for pistol, rifle, shotgun, CCW, and metallic reloading. I am an NRA Chief Range Safety Officer. I am also a Rangemaster Certified Master Instructor for pistols. I am semi-retired college professor, having taught full time at Oklahoma State University – Oklahoma City. I also have taught at the University of Phoenix in Oklahoma City. I currently teach part-time at Southern Nazarene University in the Master of Business Administration program. I have over 20 years’ experience in higher education. I have a Doctor of Business Administration degree.
Prior to my teaching career, I held diverse management and leadership positions with the U.S. Air Force as a mid- and senior-level manager. Retiring as a Lieutenant Colonel, I spent 22 years with the U. S. Air Force as a Security Police officer (now Security Forces). In total, I have 26 years of law enforcement experience. My wife and I have lived in Oklahoma for 24 years and our home is in Edmond, OK.

Letter to voting members
It has been my privilege to represent you on the Board of Directors for the Oklahoma City Gun Club for nearly 20 years. We have such a great facility and membership that it really is a pleasure to serve. I joined the club in the early 1990’s where I casually used our facilities before I began competing in USPSA handgun events beginning in about 1998. After a year or two competing I became co-match director for the Action Pistol division where I began co-representing the division at the monthly board meetings. In 2006 I was elected for the first time to serve on the Board and shortly thereafter was asked to serve as the clubs Treasurer which I have done since. As a Certified Public Accountant for more than 30 years, I believe I
have the qualifications to serve as your treasurer.
This past several years have been a busy time for the club from an infrastructure perspective. During this time I have personally supervised the following improvement projects:
• Reconstruction of the Pistol range including a new turning target system (2021)
• Relocation and construction of a new Plinking range (2021)
• Construction of a second Benchrest range (2022)
• Modernizing the rear impact berms at the Muzzleloading range (2023)
• Modernizing the rear impact berms at the Cowboy/Action Shooting ranges (in progress)
Because of the scope of the project the impact berms at Cowboy/Action Shooting ranges are a multi-year project. In 2024 we were able to complete work on the south half of the Cowboy bays and this year we believe we can complete the remaining northern Cowboy bays. I anticipate beginning work on the northern action shooting bays in 2026 pending approval by the Board for project funding.
As a club we are extremely fortunate to have such a large group of people who volunteer their time, energy, efforts to organize and run all of the different matches, maintain the ranges, and help with everything that makes the club function. You as voting members, are likely the ones doing the majority of that work so please accept my thanks for all of your hard work. If you notice something that you believe needs attention, contact any of the Board members or come to a monthly meeting. Board meetings are held on the first Tuesday of every month in the main clubhouse and are open for all club members to attend. I cannot promise we can or will act on every suggestion, but we really do want to hear from members regarding things you would like to see improved.

I have been on the board of the gun club for the last 18 years, and a member for 25 +years. I took this position to represent all the members of the club, not just the members of one division or discipline.
Prior to and while serving on the board, I have been the division chairman of the plinking range.
Over the years I have been involved in the relocation of the plinking range from the old location to the new plinking range. For the last 5 years I have also served as the club secretary and am responsible for taking care of the administrative tasks for the monthly board meetings.
I believe the frequent contact with the diverse & many members who utilize the plinking range gives me a broad understanding of the memberships needs and allows me to help give voice to the general membership thus assuring no one division monopolizes the club resources.
In my years of board service, I have been involved in many projects for the club such as air conditioning the clubhouse, taking care of the internet service for the club house, and all of the work over the last 20 years that took place on the old plinking range.
Over the years I have been involved in a number of decisions that the board has made including increasing membership and a number of capital projects. There is little doubt that these decisions have resulted in creating one of the finest shooting facilities in the nation.
If I am elected to continue on the board, I intend to continue making decisions based on the needs of the entire membership and for the overall benefit of the club as a whole.

Please be notified of my intent and submission of application for retention of member of the Board of Directors of Oklahoma City Gun Club this 18th day of February, 2025.
Previous to my current board service, I served as a member of the board from 1997 thru 2002 and was the principal founder of the Action Pistol division in 1996. When my children became of age to engage in their own interests, I made the decision to step away and devote my time towards their activities. Some on the Board today may remember those baby carriers I brought to many a meeting while my wife was working during tax season!
Currently I reside in Edmond, Oklahoma where we raised our boys, Joshua and Caleb as well as an adopted foreign exchange student from South Korea, SeungKyu. SeungKyu has now graduated from OU with a petroleum engineering degree, is married and has two children. Joshua graduated from OSU as a biology pre-med student and is currently attending medical school in Arkansas. And finally, Caleb also graduated from OSU and is currently in culinary school in San Antonio, Texas. So, with an empty house, I felt I could once again be a contributor to our organization which I have been doing for the last several years.
Education
I attended Central State University, where in 1986, completed my Bachelor of Science degree in Computer Science with a minor degree in Business Administration. Additionally, I completed thirty hours of graduate study at Oklahoma City University towards my Master of Business Administration degree. Remember those boys I was talking about? I have completed several Continuing Education Seminars in Time Management, Motivational Speaking and People Management. I have attended several workshops of Dr. Tom Peters, Dr. Kenneth Blanchard, and Dr. Denis Watley management seminars.
Professional Experience
In 1986 I joined a revenue cycle management company in the early stages of its development. I was instrumental in the design of the software still being utilized today to provide RCM services to millions of ED and hospitalist encounters. That company grew to a national leading provider of RCM services and since 2006 was sold several times to private equity ventures. The most recent transaction involved a nationally known, publicly traded company.
In mid-2019, during the height of the pandemic, I made the decision to start my own company providing RCM services. Amid the challenges we faced during that very disruptive time, we had a very successful startup. We are now providing services for well over a quarter million hospital encounters, soon to be in excess of over half a million. The current environment forced us to look at things differently and become innovative as to how we provide top quality services. I think that experience will serve as a major strength that I will bring to our club which now has a national profile for outstanding facilities and management.
I am a highly efficient user of many software packages including Microsoft Windows, MS-Word, MS-Excel (user/developer), Datawatch Corporations Monarch, Business Objects, Tableau, and MS-PowerPoint to name a few. I also possess the knowledge of several programming languages, BASIC, COBOL, Visual Basic, etc., and several database management tools such as MS-Access, FoxPro, etc.
Community Involvement
Historically, I also was actively involved with Big Brothers and Big Sisters of America, serving as a volunteer. My wife and I were matched with a young eight-year-old boy and served as his mentor and friend even today. Officially the match was closed when he reached the age of eighteen. However, that little brother became such an integral part of our lives that he is referred to today by my boys as “Uncle Sean”.
I served in many capacities for Big Brothers/Big Sisters of the Greater Oklahoma City area. Shortly after being elected to the Board of Directors I was appointed as Treasurer, responsible for the monitoring of the budget, completion of state and CALVIN D. ROGERS, continued
federal Internal Revenue Service year-end tax reports for non-profit agencies, and analysis of income and expenses for daily operations. When first appointed to the position, the annual budget was approximately $225,000. Before the end of my tenure on the board, the budget was in excess of $450,000, an increase of over 100% during my seven-years of service.
After treasurer, I was elected as Vice-President in charge of agency fundraising and program development. I was then elected as President-Elect, a three-year commitment to the agency as President-Elect, President, and Immediate Past-President. Before my involvement on the BOD, the agency served approximately 50 children (matches) at a somewhat high average cost per match. Upon completion of my involvement with the agency, more than 400 children were being served at an average cost that resulted in an increase in efficiency of over 400%.
For my efforts and accomplishments both on the Board of Directors and as a Big Brother, I was recognized by the Points of Light Foundation & Volunteer Center National Network. This recognition of achievement was also acknowledged by President George W. Bush, President George H. Bush, United States Senators from Oklahoma Don Nickles and James M. Inhofe, and Oklahoma Governor Frank Keating. I am the only director of the Big Brothers Big Sisters of Greater Oklahoma City agency to ever receive this national recognition and only one of a few from the State of Oklahoma to receive such an honor.
Interest / Hobbies
While I never really left the sport or our club, my opportunities for competition were greatly diminished while I was involved with my son’s activities. Today I am once again actively involved with the action pistol division. I am an avid outdoorsman enjoying fishing, hunting, and hiking. I am a lifetime hunting and fishing license holder in the state of Oklahoma. I also enjoy snow skiing with my family. I am a lifetime member of the NRA, member of the Oklahoma Rifle Association, as well as a lifetime member of the United States Practical Shooting Association where I also hold a current Range Officers certification.
Summary
I believe my experience and abilities make me a valuable asset to any group or organization interested in results-oriented achievement. My tenure in the business world engaged with private equity companies as well as publicly traded companies over the last thirty years, demonstrates commitment to those organizations and their mission of providing the highest quality services and products utilizing the most cost-efficient means. The philosophies of responsive and attentive service, fair, honest, moral and ethical treatment of all team members, suppliers, and society, makes my contribution to any organization a natural benefit.

Re: Letter of Intent for OKCGC Board
Dear Voting Members:
I have been a member of the Oklahoma City Gun Club (“OKCGC”) for almost 30 years. Approximately 26 years ago I was approached about starting some type of women’s shooting program and in December of 1999, I was elected as the Division Chairman of the first ever Women’s Division of the OKCGC. In 2000, I applied for and received a grant from the National Rifle Association (“NRA”) to host a women’s
instructional shooting clinic (“Women’s Fun Shoot”). Additionally, I received a grant to train ten women to be NRA certified firearms instructors. Since that time, I have continued to coordinate this event, celebrating the 25th Annual WFS last Fall. The continued success of the WFS is due to the time and dedication of so many OKCGC members which made it the largest and most successful women’s shooting clinic in the country since its inception. Thousands of women and youth have learned safety and proper handling of firearms, while being introduced to multiple shooting disciplines as result of this program.
In addition to serving as the Women’s Division Chairman, I have served on the Board for 24 years and President for the past 18 years. I also serve as the 5-Stand Division Chairman and served as the Training Division Co-Chair as it pertained to Boy Scout Merit Badge Certifications.
In 2005, I was awarded the first Marion P. Hammer Women of Distinction Award from the NRA. It was an extremely proud moment, and I accepted the award on behalf of the OKCGC, as had it not been for the hundreds of members who volunteered their Saturday every September for the past 25 years, it would not have been possible.
In 2018, I was invited to be part of the Women’s Leadership Forum at NRA headquarters in Virginia. Along with four other women from various parts of the United States, I not only represented women shooters at large, but was able to consult on the operations and challenges of gun clubs across the country.
As a Board Member, and as President, it is my belief one of my duties is to be a spokesperson and liaison to the community. It is vital to remember there is a large and active sector of the population that have no use whatsoever for the shooting sports, gun clubs and/or preserving our Second Amendment Rights. I have worked diligently and methodically to make a connection with the local community and Oklahoma legislatures by showing OKCGC serves a vital role in this regard. Our existence could be challenged at any time. Building a personal relationship with the community is critical to help ensure our continued growth and existence. I feel I have accomplished this during my previous terms by making opportunities available and changing attitudes as they relate to shooting sports and more importantly, OKCGC. In 2020, the OKCGC received the NRA Club of the Year award. Feeling strongly that our club was at the top of the list of all clubs across the country, I submitted a nomination application. After going through a selection process with many other clubs, OKCGC prevailed as the top national club. In addition, we received the Club of the Year from the Oklahoma Rifle Association the very same year. Most surprisingly, this past year we were notified we were NRA Club of the Year once again and I was able to attend the annual NRA meeting in Dallas and accept the award on behalf of the OKCGC members.
My commitment and contributions to this organization over the past 30 years have been a personal accomplishment of which I am extremely proud. I have seen the OKCGC grow and experience many changes over these years, and it is my privilege and honor to be part of this club. We are one of the largest operating gun clubs in the nation and have so much to offer our members. With this in mind, I would ask for your continued support and that you cast your vote on the ballot in the upcoming election for SUZI ROUSE as a Board of Director of the OKCGC.

I respectfully request your support in my re-election as Director at our great Oklahoma City Gun Club.
I have served our club as Director since 1994, as Club President 2000–2007, Vice President 2007 to present and Division Chair at Cowboy for many years. I have also been active in the Shotgun Division for many years. I’ve been proud to be part of the club’s leadership and growth over the past 31 years and wish to continue my service to our membership.
I also serve on the national level; I am 2nd Vice President of the National Rifle Association and in my sixth year as NRA Director. I am passionate about firearms training, advancing our 2nd Amendment rights and supporting the shooting community through NRA Law Enforcement, NRA RSO and Shotgun, ODWC Hunter Education and BSA instructorships.
I also serve as President of the Oklahoma Rifle Association where I volunteer my time helping defend your Second Amendment Rights and Freedoms at the state level.
My continued vision for the Oklahoma City Gun Club includes expanding our services to the membership and to keep our club at the forefront of the shooting community through best-in-class facilities, outreach, training and programs.
